The Head Start Impact

Our Head Start program has made a positive impact on the lives of children and families in the communities we serve. Leadership, dedicated staff, the Parent Advisory Committee, Policy Council, and Board members have exhibited a commitment to excellence in child development, school readiness, health, nutrition, mental health, and family support services.

For Families

Early Head Start serves pregnant women and their families in a variety of service delivery models and in diverse settings. A healthy pregnancy has a direct influence on the health and development of a newborn child. Early Head Start strives to have the greatest impact on participating children by offering supportive services as early in life as possible.

The prenatal period of growth and development has a lasting impact on the child’s potential for healthy growth and development after birth. Early Head Start Home-Based Program options provide services to pregnant women and their families and through the child’s first three years of life. Early, continuous supports and services provide the best opportunity for:

  • healthy pregnancies and positive childbirth outcomes;
  • supportive postpartum care for the parents and child;
  • fully involving fathers in the lives of their very young children; and
  • nurturing and responsive care during infancy.

The SETA Early Head Start programs provide prenatal information through classes, support groups, and home visits on the following subjects:

  • fetal development, including the risks from smoking and alcohol;
  • labor and delivery;
  • postpartum recovery, including information on maternal depression; and
  • the benefits of breastfeeding

SETA ensures all classroom interactions and school environments meet the most stringent standards in the field of child development. To guarantee the highest standards are met, SETA regularly monitors the service delivery quality of each classroom. This is accomplished through:

  • Classroom Assessment Scoring System (CLASS) – designed to assess teacher-child interactions that support children’s learning and development:  Emotional Support, Classroom Organization, and Instructional Support.
  • Environmental Rating Scales (ECERS/ITERS) – designed to measure quality in space and furnishings, personal care routines, language-reasoning, activities, interactions, program structure, and parents and staff.
  • Health and Safety Checklists – designed to ensure that the indoor and outdoor environments of each facility is safe, in good repair and healthy for all children.
  • On-going Monitoring – a dedicated Quality Assurance team regularly monitors to ensure program compliance in all areas of service.

The SETA Head Start/Early Head Start program is a special place for all children, including children with disabilities. We are committed to working with families to ensure that their children, including those with significant disabilities, receive the comprehensive services they need to meet their developmental, health, and social needs. In addition, we are also committed to continuously meeting the mandated 10 percent or more of enrollment opportunities for children with disabilities.

Collaboration with the Sacramento County Office of Education (SCOE), Warm Line, and local education agencies (LEA) is an essential component in making the SETA Head Start/Early Head Start Learning Centers an inclusive and natural environment. In addition to disability services provided at all of our locations, the following full inclusion learning centers offer services to children with disabilities who are eligible for both Sacramento County Office of Education (SCOE) and Head Start services:

Our goal is to implement a comprehensive curriculum tailored to the needs of our children. The foundation for center-based learning is Creative Curriculum. This is a research-based curriculum that builds children’s confidence, creativity, and critical thinking skills through hands-on, project-based investigations. Our research-based parent curriculum that builds on parents’ knowledge by offering a free tool that provides meaningful activities that families can do at home with their children.  Through the power of video and mobile technology, ReadyRosie empowers families and Head Start to work together to promote school readiness.

The Career Incentive Program provides funds to reimburse the cost of tuition and books for Head Start parents continuing their education. Funds can cover attainment of college degrees or certificates or a General Education Diploma (GED).

Parents utilizing our Head Start program are automatically enrolled to receive any employment and training services they may need from our Sacramento Works program and utilize services from our Job Centers.

Parent Aides is a volunteer program where parents receive a reimbursement to be at the center and assist with mealtime.
